On Houzz, the company calls itself a Seacoast based residential construction company serving the seacoast of NH and ME. A 2016 customer on Thumbtack said Joe and his crew re-sided their house in Portsmouth, and that they were entirely happy with how the house came out. A 2018 Thumbtack customer said the crew was on time and worked hard. A 2018 customer on Angi wrote that Joe got back to them very quickly, and that they came the next day after the call and finished stair carpet the customer had partly completed. A 2019 Thumbtack customer said a job they had paid in full for was never finished, and that Joe was refusing to respond by text, call or Thumbtack. A 2019 Angi customer said Joe took $200 to cover drafting plans, that no drafted plans arrived, and that Joe did not return calls or texts. A 2018 Angi customer said they did a good job on the finished project but up-charged after it was completed without an itemized reason; that customer also named a wrong window, a closet that was not what they asked for, and a dryer hooked up illegally that was corrected once they brought it up. A 2019 Angi reviewer wrote that the company over-charged and that pieces started falling apart. Google shows 3.7 stars from 6 ratings, Angi 3.2 stars from 6, and Thumbtack 4.0 stars from 4. **Strengths:** - Portsmouth re-siding job — a 2016 customer was happy with how the house came out - Next-day stair carpet — a 2018 customer said they finished it the next day **Concerns:** - Unfinished paid job — a 2019 customer said it was never finished - A $200 plans fee — a 2019 customer said no drafted plans arrived - A post-project up-charge — a 2018 customer got no itemized reason ## Claims & citations Every claim below is backed by real evidence rows — uncited claims are dropped in code before publication. - A seacoastonline.com item describes Joseph Reynolds as the owner of All Levels Construction and as a historic contractor _(confidence: medium)_ - [Local News](https://www.seacoastonline.com/story/news/local/portsmouth-herald/2013/12/09/salvaged-yoken-s-window-destined/41601967007/) — “seacoastonline.com — As the owner of All Levels Construction, Reynolds said he has installed reclaimed windows in a Conway bathroom, restore…” - [Local News](https://www.seacoastonline.com/picture-gallery/news/local/2013/12/20/photos-of-the-week-dec/709843007/) — “seacoastonline.com — Joseph Reynolds, of All Levels Construction, a historic contractor, displays a round window that he salvaged from the f…” - Describes itself on Houzz as a Seacoast based residential construction company serving the seacoast of NH and ME _(confidence: medium)_ - [Houzz](https://www.houzz.com/professionals/kitchen-and-bath-remodelers/all-levels-construction-pfvwus-pf~664269472) — “About (Houzz profile, the business's own statement): All Levels Construction is Seacoast based residential construction company serving the …” - A 2016 Thumbtack customer said Joe and his crew re-sided their house in Portsmouth and they were happy with how it came out _(confidence: medium)_ - [Thumbtack](https://www.thumbtack.com/nh/portsmouth/interior-painting/all-levels-construction/service/190255989450933480?spotlightWebMarkupEnabled=1) — “Joe and his crew did an outstanding job re-siding our house in Portsmouth.
