That is simply wrong — Massachusetts licenses electricians — and the page carries no licence number of any kind, so it settles nothing either way. He looks like the right call for new construction and full rewires, especially heavier service work, rather than a quick fixture swap. Before hiring, ask for his Massachusetts electrician's licence number and check it directly with the state, ask for two or three references from recent new-build jobs, and ask for a certificate of insurance.
