CTA is not a home remodeler. The Waltham firm describes itself as a construction manager and general contractor for academic, public safety, civic, government, senior care and multi-family residential buildings, and says it has been at it since 2000 — more than 25 years, over $2.5 billion of work and more than 100 projects in Massachusetts. A homeowner looking for a kitchen or an addition is almost certainly in the wrong place; this is a company that builds schools, police stations and libraries for towns. Its public record is mixed and, in one respect, serious. In 2015 the Massachusetts Attorney General announced that CTA Construction Company, Inc. would pay $1.05 million as part of a $1.4 million settlement of False Claims Act allegations that it had falsely claimed to have hired a minority-owned subcontractor on three public construction contracts. Reporting in 2016 described a poor performance review filed against the company on another school project, and unions and a rival bidder have separately pressed a state labor division to disqualify it from a school project over a town's responsible-employer bylaw. It has also been in court on the owner's side of a public job, suing the town of Dedham in a 2024-reported dispute over the town hall and senior center renovation. The other side of the record is thin but real. A 2012 trade-press account credited it with a 94-out-of-100 score on client surveys filed with the state's Division of Capital Asset Management, and the company says it belongs to the US Green Building Council. Only two customer reviews exist anywhere: a 2023 five-star line calling it a great, organized company, and a September 2025 one-star from someone who says they built a playground on time and are still owed payment with messages unreturned. Google's own average is 3.5 from six ratings. If you are a municipality, developer or subcontractor evaluating CTA, the settlement, the bid challenges and the payment complaint are the things to raise directly and ask how they were resolved. If you are a homeowner, look elsewhere — nothing here describes residential remodeling work.
“The plaintiff, CTA Construction Co., was the general contractor for the project. The defendants were the town of Dedham, the owner of the building; Atlantic Construction & Management, which served as the owner’s project manager; and Turowski2 Architecture, which was the architect for the project.”
“They say they have made efforts to substantiate other claims against the company, CTA Construction Co. Inc., of Waltham, without success.”
“CTA Construction Co., Inc., a Waltham general contractor, will pay $1.05 million to settle allegations by the attorney general that it falsely claimed to have hired Margen, Inc., a minority-owned subcontractor, for work on three public construction contracts.”
“The Commonwealth’s complaint alleges that CTA Construction Company, Inc., MDR Construction Company, Inc., and minority-owned business enterprise Luxor Equipment Corporation, Inc., now known as Margen, Inc. violated the Massachusetts False Claims Act in connection with three contracts.”
“As a testament to the satisfaction of public officials with CTA’s work, the general contractor has a 94 out of 100 ranking on client surveys filed with the state Division of Capital Asset Management.”
Very disappointed in their business practices. We went above and beyond building a playground in a timely manner and now that payment is owed. They continue to not return messages.
