Steven D. Hayes works almost exclusively in Marblehead. From a Swampscott address a few minutes away, nearly every permit he has filed lands inside the town — Londonderry Road, Corinthian Lane, Shetland Road, Driftwood Road, and seven at Tedesco Pond Place — which is about as local as a builder's record gets. The jobs are the substantial middle of residential remodeling. A 2024 permit at 47 Londonderry Road, valued at $91,000, demolishes a garage and a mud room and refinishes what is left. Another in 2024 frames a 10-by-10 dormer into a master bedroom on Corinthian Lane. In 2023 he took out and rebuilt a second-floor bathroom on Shetland Road, and at 21 Driftwood Road he did a kitchen renovation in 2022 and came back to demolish and rebuild the master bathroom in 2023 — repeat work at the same house, which tells you something. Older filings reach into Peabody, including a kitchen remodel and two commercial egress-staircase jobs in 2013, and a re-roof with vinyl siding in Brockton in 2008. And then there is the problem. His Massachusetts Home Improvement Contractor registration, number 107494, is on the state register in his own name and it has EXPIRED. In Massachusetts that registration is what gives a homeowner recourse to the Guaranty Fund if a residential job goes wrong, and kitchens, bathrooms, dormers and demolition are squarely the work it covers — this is not one of the landscaping or interior-painting exemptions. BuildZoom separately lists a Construction Supervisor 1 & 2 Family licence, CSFA-047596, as inactive and at one point cancelled, and shows a City of Newton registration whose own expiration date, December 2022, sits four years in the past despite being printed as active. There is also no customer commentary of any kind — no rating, no review, no comment on any platform — so the permits are the whole written record. Before doing anything else, ask him directly whether the HIC registration has been renewed and get the current number to check with the Office of Consumer Affairs. A lapsed registration is a reason to pause, not necessarily a verdict on the workmanship — but on a bathroom or a dormer in Marblehead, it is the first thing to settle.
