RBL Construction & Painting is a Lowell painting and remodeling crew that its site says is run by Robson Nogueira, with a stated service area from Lowell and Andover to Nashua and Manchester. Its customers describe solid exterior work, and also deposits taken for jobs never done. Much of the praise is for exterior painting and carpentry. In a September 2021 review, a customer said the crew power washed and scraped a 52-year-old cedar-shingle house, replaced peeling pine window trim with plastic trim, and finished in under three days. A July 2021 customer said Robson and his crew did a significant amount of carpentry, painted the exterior and replaced 11 windows. In a February 2025 review, a customer said Robson and Marcos finished an entire basement from scratch, including plumbing, electrical, carpentry, painting and a quartz countertop. The complaints are about deposits and follow-through. In a July 2024 Angi review, a customer said Robson Guirera took their deposit, did not do the job and stopped answering the phone; a September 2024 reviewer said the same — deposit taken, no work, calls not returned. In an April 2023 review, a customer described sloppy detail work, deck paint peeling soon after it dried, and a skylight job that left drilled holes, a damaged screen and joint compound falling onto their bed, after which Robson stopped responding. Angi and HomeAdvisor each show 4.2 stars from 18 ratings, with 17% of HomeAdvisor's ratings at one star.
