Twenty-eight reviews across Google, Thumbtack and Angi going back to 2019, and one name carries nearly all of them: Cesar Castro, who customers say quotes a price, honours it, and comes back when something is not right.
The fullest account, from June 2026, is a two-level multifamily porch demolished and rebuilt. The homeowner writes that the owner "is thorough, competent, knowledgeable, and pretty laid back", that he "arranged for all of the relevant permits as well as the inspections", and that at the end of each workday "you couldn't even tell they had been" on site. A September 2024 reviewer — an engineer who had the same job quoted by five other contractors — describes an old roof stripped to its planks, boards replaced with plywood, and a ventilation system specified for the roof's pitch.
Repeat work is the pattern. A July 2026 customer counts two roofs, a deck, stairs and a retaining wall over several years, adding that "any issues they fix immediately". A January 2025 customer lists three jobs in a row: a new deck, roof shingles plus a rebuilt chimney, and a garage door opening cut into an existing garage wall. In August 2024 a siding customer had one detail they were unhappy with and says Cesar came back and fixed it.
The Massachusetts home improvement contractor registration is active, held as United SA Construction Inc at this Rehoboth address. Angi separately lists a Rhode Island trade registration, GC-42968 — that is the company's own statement, not something checked against Rhode Island's board — and both Angi and BBB describe the company as working in both states.
Two things to settle on the phone. How old the company actually is: Angi's page claims "over 40 years of industry experience" a few lines above "9 years of experience", Thumbtack says nine, and BBB records incorporation in 2017 and eight years in business. And which name goes on the contract: BBB files this business as Oakline, with United S.A. Construction, Inc. as an alternate name, at the same address.
The crew is small — BBB counts one employee, Thumbtack six — and Thumbtack's distribution across 61 ratings is 95% five-star, 3% four-star and 2% one-star. For roofs, siding, gutters, decks and porches around Rehoboth and the Rhode Island line, this is about as consistent a written history as a small crew builds.
