Ninety-six permits, not one review. Joseph P. Borowy's trail through the Merrimack Valley and North Shore is all municipal paperwork: plumbing permits pulled in Methuen, Haverhill, Beverly, Salem, Newbury, Tewksbury, Lowell, Danvers, Melrose and Sterling between 2018 and 2024. He works out of a P.O. box in Methuen, and BuildZoom says plainly it has never received a review for him — so nothing on this page comes from a homeowner. The licensing block is the part to slow down on. BuildZoom prints five records across four types under numbers 13542, 26213, 7996 and a zero-padded 000013542, and they contradict each other: 13542 shows up as an active Master Plumber and, separately, as an inactive Plumber licence that the state e-licensing board shows was at one point cancelled, while a sheet metal number, 7996, is likewise inactive and once cancelled. Both entries marked active carry an expiration date of May 2016 and are flagged "License Not Verified." BuildZoom's own banner across the page reads "No active license on file." None of that is a registry check, and none of it has been confirmed against the state here — so it is an open question, not a verdict. It is also the first question to ask him, because the only public record available says the numbers on file are a decade stale. The BuildZoom score of 0 belongs in the same bucket: it is an index built from permits and licence records, not a rating anyone who hired him gave. Before any work starts, ask for his current master plumber number and look it up with the state board yourself, and ask for two or three recent customer references, since none are published anywhere.
