Notev Building & Remodeling has a long paper trail and, so far, one customer voice — and it is a rough one. The company is a Cape Cod general contractor, formerly trading as Dream Construction, and says it covers the whole peninsula from Falmouth and Sandwich through Yarmouth and Harwich out to Truro and Provincetown, doing kitchen and bath renovations, decks and porches, basement finishing, additions and new construction. The permit record backs the range. BuildZoom lists 28 permitted projects for Dimitar Notev of South Dennis, from $1,800 window swaps to a $110,700 two-storey addition, and municipal permit filings in Provincetown and Truro name him as the contractor on jobs including window and slider replacements, a roof demolished and rebuilt with dormers, a guest house converted into three residential units, three condominiums merged into one, and bathroom and flooring renovations. That is real, structural, permitted work over a decade, not a handyman's list. The one written review is the problem. In July 2026 a customer wrote that Dimitar was hired to convert a garage into a living space — a very small space — and that it took him almost two years to finish, that he was often difficult to reach, and that the workmanship was well below par, ending with an explicit warning to seek other bids. It is a single account, but it is recent, specific and the only one anybody has published; BuildZoom's own score of 84 puts the profile in the bottom 80% of Massachusetts contractors on that site. BuildZoom also lists a Massachusetts construction supervisor licence CS-122405 as active and a 1-and-2-family supervisor licence CSFA-106016 as inactive. Those are that directory's records, not a verification we made. If you are considering them, the permit history says they can run a real structural job on the Cape. The review says to pin down the things that went wrong for someone else: a written schedule with milestone dates, a named point of contact and expected response times, and a payment schedule tied to completed stages rather than the calendar. Ask for references from jobs finished in the last year.
