Its BBB profile dates the business slightly earlier — established 1932, incorporated in Massachusetts in 1964, six employees, with Christopher Clarke listed as president. The work runs in both directions. On its own site the company describes residential and commercial construction, remodeling and historic renovation; its Houzz profile adds custom homes, banks, nursing homes, colleges and universities, schools and office buildings, along with categories for home additions, basement remodeling and accessory dwelling units. Customers, though, have barely written anything down. The BBB page carries an A+ grade — not accredited — with no complaints and no government actions published. Houzz shows two projects and nine photos and no reviews. Google holds the only written comment anywhere: a one-star posted in October 2024 whose complaint is about a driver almost running the reviewer off the road, not about a job, and Google's aggregate sits at 2.3 stars from three ratings. The credentials hold up where they can be checked. The Massachusetts home improvement contractor registration, #125760, is active in the state registry under Picard Construction Corp. The site also lists a construction supervisor license, #06622, and an OSHA certification — those are the company's own claims, not registry-confirmed. Picard is a plausible call for a substantial Lowell-area project, especially an older building or an institutional job where a long-established local outfit matters. Plan on doing your own reference-checking: ask for recent addresses and homeowners you can phone, and get the construction supervisor license confirmed directly, since there is almost no public account of a finished project to lean on.
