Massachusetts lists this Woburn design-build firm's home improvement contractor registration, #128016, as suspended. That is the first thing to weigh before calling. Andover Renovation Solutions, Inc. works out of 110 Winn St in Woburn, and owner Bill Penny's name runs through nearly every account customers have written about it. Building permits credit the company with 46 permitted projects across Greater Boston between 2011 and 2023 — dormers, additions, garage conversions and full remodels — and its listings advertise in-house architectural design, additions, kitchens and baths, historical restoration and exterior work. The written history splits hard. Customers writing between 2017 and 2021 described a firm that turned up when it said it would: a May 2018 reviewer wrote that the crew explained everything they were going to be doing, and a June 2017 reviewer said the job came in on budget and on time. Houzz reads nothing like that. Its three reviews all sit at one star, and a March 2015 customer catalogued cement poured over settling footings that had to be replaced two years later, vinyl siding installed crooked and torn off, and windows that leaked because they were never flashed correctly. A homeowner writing in April 2016 said an upstairs-bathroom project quoted at four months ran eleven, with subcontractors turning up weeks after they were promised. The two most recent accounts are the sharpest. In February 2023 a customer wrote that the project was never finished, that money was still owed, and that they completed the job themselves after paying; in April 2023 another wrote that a $20,000 deposit was paid and the company then disappeared. Angi and HomeAdvisor both flag the profile as under review, and the written record stops there, in spring 2023. Ask about the registration before anything else — the state registry shows it suspended as of August 2026, and BuildZoom's listing likewise shows the number inactive. Given the 2023 accounts, the terms and timing of any deposit deserve the same scrutiny, in writing. The permit history is genuine and the older praise is genuine, but the current picture is a company whose registration is not in good standing and whose last two customers describe work left unfinished.
“ANDOVER RENOVATION SOLUTIONS INC”
Paid a $20,000 deposit and completely disappeared. Only to find out his license was expired. He has been evicted from his place and he is in jail at the moment.
Never Hire Bill Penny from Andover Renovations Solutions - he never completed our project and he owes us a substantial amount of money. We had to complete the job on our own AFTER he was already paid for services
