Barr Builders works the water. "We exclusively build on the water here on Cape Cod," is how the Brewster firm puts it, and the portfolio backs that up — Fox Hill in Chatham, an East Orleans oceanfront, an oceanfront estate on Forest Beach. The clearest picture of what they actually do comes from the permit record rather than reviews. In 2023 the company pulled a $1,000,000 new-construction permit plus a $200,000 addition at one Orleans address, and a $250,000 interior job in Chatham that reconfigured a first floor around a new kitchen, remodeled two bathrooms, expanded a primary bedroom with a walk-in closet, and reworked the basement. That is whole-house work, not punch-list work, and it is priced accordingly — the company's own Houzz profile puts typical jobs between $5,000 and $5 million. Its Massachusetts home improvement contractor registration, number 134283 in Declan Barr's name, is active in the state registry. Declan Barr is also the person clients deal with: the one written review, from September 2015, says he "worked directly with me to plan and design the project," and a contact on LinkedIn calls him "a very skilled and dependable contractor." What is genuinely thin here is customer writing. One review, eleven years old, and a single LinkedIn recommendation is the whole public account of what it is like to hire them — you will not find a body of homeowner feedback to read through. So: a plausible fit for a substantial Cape Cod build or a full renovation, particularly a waterfront one, where you want the owner running the job. Because the written record is so sparse, ask for two or three references from projects finished in the last couple of years and go walk one.
