A sensible call for a homeowner who wants one licensed electrician for both the panel upgrade and the dead outlet in the garage, particularly in an older house north of Boston that needs its wiring brought forward. Ask for the estimate up front, and pin down exactly what a service upgrade covers before the work starts.
