Haggar Building & Remodeling has 269 recorded building permits behind it — a long working history for a Methuen shop — but the typical one runs about $1,100, and roughly 18 have come in the last three years. That shape reads less like a big-remodel outfit than a steady run of small permitted jobs. Start with the paperwork. Its Massachusetts home improvement contractor registration, 197598, is expired on the state registry, and BuildZoom lists three earlier registrations as inactive or cancelled alongside it. The same profile lists an active Massachusetts electrician licence, #14963, and construction supervisor licence CS-089581, both of which BuildZoom says it checked in June 2026 — that is the directory's listing, not a state confirmation. The written customer record runs to August 2017 and splits cleanly in two. In one review that month, a homeowner walked through a basement shower install in real detail: a competitive bid, work starting within a week, and the original floor drain pipe embedded in concrete cut out, replaced with PVC and relocated to meet the new shower base. Ten days earlier, another writer described the opposite experience — an appointment Mr. Haggar had confirmed, a drive back early from a vacation home to make it, then no one there and no answer to the follow-up text. Those two average 3.0 on BuildZoom, and the one Google rating on file is a 1★. He is worth a call for a small, permit-scale job if you settle the registration question first: ask directly about the expired home improvement contractor registration, and for names and addresses from recent work, since the accounts you can actually read are nine years old.

Verified Hire, Bathroom Remodel Project (basement shower install). Competitive bid, and started within one week. The job was very detailed including removing the old, original floor drain pipe imbedded in cement, replacing with pvc drain and relocating and cementing it to fit the shower base drain hole location; piping in the hot and cold water lines; removing existing walls and replacing with durarock; adding wall tile; adding sliding shower doors. The guys worked hard and cleaned up everyday, and the job was done in 3 days. Very satisfied with the results and the whole experience. Would not hesitate to hire Billy Haggar again.

Considered for Kitchen Remodeling. The appointment was scheduled for Tuesday, 16 AUG 17 at 5:30 pm. Mr. Haggar called to confirm the appointment on Thursday 11 AUG 17. I came home early from my vacation home to meet with him. When I texted him to inquire why he did not make the appointment, he did not respond.
